Confusion on EZ Spa Up, 5.20.2014

The label says "raises the total alkalinity and pH levels in spas". Then it says to test for alkalinity and pH levels. Step 2 says to "Adjust total Alkalinity first." Step 3 says "Once total alkalinity is in range, adjust pH by adding EZ SPA UP". So what product do you use in Step 2? It doesn't make sense to be using this product in both steps. I think the label needs tweaking.
